African Development Policy (ADP) has extensive experience in oversight as per the South Africa's participatory democracy. This model has resonance with other African governance models and internationally.
Oversight (and scrutiny) is an important 'good governance' process. It is the process by which elected members of parliament and legislatures appraise and research activities of the executive, government departments and other public institutions. Oversight spans Constitutional and legal compliance, interpretation of policy into programmes, budgets and departmental activities. Resolutions passed in the house, following oversight reporting, are increasingly tracked and linked to further oversight, study group inputs, research, study trips, public hearings and communication.
Oversight is a core mandated parliamentary and legislature activity - alongside law-making and review and facilitating public participation. A further two activities are a commitment to cooperative governance and international engagement. Such activities express and facilitate transparency, accountability, citizen participation in governance, equitable and inclusive opportunities to engage government and responsiveness to citizen needs.
